U.S. District Judge Robert S. Lasnik’s permanent injunction last October requiring USCIS to adjudicate applications for Special Immigrant Juvenile status from Washington state residents within 180 days stripped the agency of its authority to oversee the program, ignored existing difficulties facing USCIS and created new problems, according to the agency’s Tuesday brief.
